1RULES 1.1 The event is governed by the rules as defined in The Racing Rules of Sailing (RRS) and Class rules, except that sail numbers are unrestricted provided the entry can be identified properly (RRS 77 does not fully apply). 竞赛规则：比赛执行国际帆船竞赛规则 2021-2024(RRS)中所定义的规则，包括本次比赛竞赛规程及补充通知。但船号不受限制，只要能正确识别参赛船只即可(RRS 77条款不适用)
1.2 [DP] denotes a rule for which the penalty is at the discretion of the protest committee. [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1 (a). 4.2 Eligible teams may enter by downloading and completing the entry form and send it to sycr@syclub.net no later than Sep. 20, 2024. 符合条件的队伍可以下载并填写报名表并发送至sycr@syclub.net，不迟于2024年9月20日。 5. Fees (I) Each team may report one team leader, and the number of coaches and athletes is unlimited. (II) The sail number of the participating boats should be reported to the Organizing Committee three days in advance. (III) Participation registration and related matters:1. Each club team should send the electronic version of the participation registration form to sycr@syclub.net before September 20, 2024, and pay the relevant fees at the same time.2. Registration fee: RMB 400 per person3. If any participating athlete needs to rent a boat, they need to pay the relevant rental fees: RMB 1,200 per boat (5.3m2) for the TOPPER class (excluding sails); RMB 2,000 per boat for nacra 15 including sails; the number of boats is limited and available on a first-come, first-served basis. The deposit for the equipment will be refunded after the event if there is no damage to the equipment. If there is any damage, compensation will be made at the market price. If you need to rent an OP, please contact the OP manufacturer directly.4. Late registrants may not be accepted by the Organizing Committee (subject to equipment rental availability).(IV) The reporting time of each team will be announced separately. 6. 10. Sailing Instructions The Sailing Instructions will be available after the on-site registration.
11. The Venue The racing area will be on the water off the Qingdao Olympic Sailing Center. Competition Regulations: 1 The competition shall be conducted in accordance with the International Sailing Federation's "Sailing Competition Rules for 2021-2024" and relevant provisions. 2The competition equipment shall be provided by each participating team, but must comply with the class rules and be measured and approved by the Organizing Committee before participation. 3Athletes must wear standard life jackets during the competition, and those who violate the rule will be disqualified. 4In order to ensure safety, athletes must sign in when they go ashore or board the boat, and those who do not sign in on the same day will be penalized by 2 points. 5 For events with fewer than 2 participating units and 3 boats, no competition will be arranged for that event. 6Scoring method for competition rounds: 1. The field race uses the low-score scoring system as described in Appendix A of the sailing competition rules; 2. At least one round of competition must be completed to constitute an event; 3. When the competition has fewer than (including) 4 rounds, the total score of all rounds will be calculated; 4. When the competition has 5 or more rounds, the worst round will be excluded and the total score of the remaining rounds will be calculated; 5. The above scoring method shall ultimately be subject to the sailing regulations. 15. Support Boats[DP][NP] All coach boats shall display the sticker or flag supplied by the race committee. 所有旅游船须悬挂竞赛委员会提供的贴纸或旗帜。
16. Berthing All Dinghy and boats shall be kept in their assigned places in the boat park during the regatta. Prizes The prizes and certificates will be awarded to the top 3 sailors. The original insurance documents shall be displayed at on-site registration.
